I've just read this article and was wondering where you can draw the line between sponsoring an event and bribery:

The African Football Confederation (Caf) has advised its members to back Sepp Blatter in the Fifa presidential election.
Caf says its ruling executive committee voted "in majority" in a secret ballot to endorse Blatter over the Qatari challenger Mohamed bin Hammam.
However, Bin Hammam is expected to have widespread support from the 53-nation region when Fifa's 208 members vote on 1 June in Zurich.
Bin Hammam made two campaign trips to Africa in April and earned goodwill when Qatar's successful 2022 World Cup bid sponsored the 2010 Caf general assembly.
Blatter already has unanimous endorsement from the executive committees of Europe, South America and Oceania.
Lord Triesman alleged that a member of FIFA wanted a school to be opened in exchange for their vote. The other cases of corruption mentioned were similar in nature. If the FA had agreed to the requests, but made a stipulation that it all be recorded and used as advertising, would that have been OK?
