Personally I'm prefer the 'tar them all with the same brush' policy.

They could be fundamentalist suicide bombers.

We should prolly shoot all Arabs on sight. Better not take any chances. Can we kill teenagers too? Some of them carry knives. And gypsies obviously. No I don't want any lucky bloody heather. The Irish because you never know when one of them might try and tarmac your drive in a cheap and shoddy way. Ooh, who knew that genocide could be so much fun.

Simple really, you advertise a website that, in return for a subscription, will announce the date of a "national day of crime" so that instead of thievery etc being spread out over the year it is concentrated into one 24 hour period making reducing the chances of detection/prevention by a huge amount.
