Villa boss Martin O'Neill said the England midfielder can go after Milner expressed his desire to leave the club.

A reported £20m bid has been rejected but the Blues are still keen to secure the 24-year-old.

O'Neill, who is in Ireland on a pre-season tour, said: "I had a conversation with James before the World Cup and he intimated that he'd like to go.

"I'd imagine things will be resolved in foreseeable future.

"City made an offer but it did not meet our valuation. I'm sure matters will be resolved soon.

"James is back next week having had extended holiday."

City manager Roberto Mancini, in New York on the Blues pre-season tour, has said that Milner remains on his shopping list along with US international Landon Donovan and Italaian teenage star Mario Balotelli.

However, Mancini, who has already spent around £60m on Jerome Boateng, David Silva and Yaya Toure, insisted that the Blues will not bend to all demands despite their considerable spending power.

"When Manchester City want to buy a player, other clubs ask much more than is normal," he said.

"This is not good and it is not right. Until today, it is only City that are moving the market.

"We have bought three good players already. But now Inter Milan, for example, are asking a lot of money for striker Mario Balotelli, and we want to wait.

"We are interested in good players like Balotelli and Milner but we have time before the market closes in August. We have a lot of different choices."

Every summer we seem to go on a team rebuilding exercise. The top teams on the other hand maybe add one or two quality players which gives then stability rather than starting a season with a bunch of strangers no matter how good they may be.
If our transfer policy has been so shite over recent windows that constant team rebuilding is required, then questions need to be asked, and IMO it's Garrrrry that needs to be answering them.

Conk. I think a lot of this comes from the regular changes of manager. It was declared last season that we wouldn't go on a major spending spree again. Looks like that was bulllshit.

I'm glad Garrrrry hasn't been popping up and making a tit of himself this time. Still, we have a few more weeks to go for him to declare that Messi and Rooney are going to sign for us.
