I don't know if anyone has seen this but;

Manchester City are seeking an agreement with Barcelona to get first refusal on forward Lionel Messi should he ever decide to leave the Spanish club. (Sunday People)

Looks like Cook has done really well in getting into Barcas good books.

Can someone explain how a refusal works and how we can benefit? I've never heard of it

The way i understand it, is if Messi ever decides to leave Barcelona, we get first dibs on a bid.

Which by the way wouldn't be worth the paper it's printed on. A bizarre statement/arrangement.

It would. It would be a contract we had with Barca. If at any point they decided they needed to sell Messi (unlikely but who knows what may happen in five years?) then they would have to come to us first and allow us to be bid, unrivalled by any other bids. Financially nobody could match us but if by that point we are a top club, it would eliminate jostling for the player with other interested parties.

We get first offer, we bid €5m and another club bids €7m, we lose out. All it does is show that we are first to pay inflated price for the guy.

No. Another club wouldn't be able to bid because we have first refusal. It doesn't literallly mean we get to bid first and that is all.

We would be allowed to go through the negotiating process without fear of another club gazzumping us, and until we pulled out, Barca rejected our bid, or Messi turned us down no other club would be allowed to make a bid.

From Wiki:

Right of first refusal (ROFR or RFR) is a contractual right that gives its holder the option to enter a business transaction with the owner of something, according to specified terms, before the owner is entitled to enter into that transaction with a third party. In brief, the right of first refusal is similar in concept to a call option.

I believe so.

Wiki also has this example

ROFR: Abe owns a house that he plans to sell to Bo for $1 million. However, Carl holds a right of first refusal to purchase the house. Therefore, before Abe can sell the house to Bo, he must first offer it to Carl for $1 million. If Carl accepts, he buys the house instead of Bo. If Carl declines, Bo may now buy the house at the proposed $1 million price.

Hello people,

I just wanna let you know that man city offered an OPEN check for messi!

Another thing, in my country news paper, man city is already in top 4 when talking about the PL. For example, yesterday they showed big comparisons between the big four club and the comparison was between man city, united, chel, liverpool but not arsenal and that is the official gov news paper and so does the magazines. Arsenal is officially dropped off from top 4 over here and replaced by man c :D

Actually, a part of the Brazilian press reported something similar yesterday. It is not really an open check though, but it seems City may be willing to pay 150mil of euros for him(release clause) and up to 200mil of euros in salaries to the player himself for a 5 years contract.

I dismissed it as bullshit, but well, who knows.
